The giant Belgian midfielder is out of contract at the end of the season and boss Jose Mourinho would rather recoup some much-needed funds than lose him for free.
And according to The Mirror, the reigning Super Lig champions have struck a deal to bring him over for £8m.
Fellaini returned from a knee injury suffered while on international duty last month.
The 29-year-old had been in excellent form for United, scoring four times in nine games, including a brace in the 4-0 mauling of rock bottom Crystal Palace.
He‘s been at United since David Moyes spent £27.5m to sign him from Everton four years ago.
Mourinho has demanded extra money for reinforcements but has been told he must sell players before he can buy.
Fellaini will be the first casualty of the Old Trafford exodus, paving the way for Brazilian midfielder Fred to join from Shakhtar Donetsk.
The Red Devils are currently second in the Premier League, eight points behind leaders Man City.
They face Newcastle on Saturday.
