Lukaku has failed to score in his last seven games for Manchester United in all competitions.
The Belgian had netted 11 times in his first 10 outings for the club since signing from Everton for an initial £75million in July.
Wilkins does think Lukaku needs better service and says the absence of playmaker Juan Mata against Chelsea yesterday hampered the 24-year-old.
But he believes Lukaku must continue to work on his ability with his back to goal in order to get more chances in the 18-yard area.
“I think as far as a centre-forward is concerned, he needs service, he needs service into him,” Wilkins said on Sky Sports of the Manchester United man.
“The one thing I would say about Romelu at this time is that we know he can score goals, there’s no problem with that whatsoever.
“His hold-up play needs to be addressed, I’m sure.
“When the ball comes into him, he’s not getting hold of that ball to bring other people into the game as much as he should as far as I’m concerned.
“Then he would find himself in the box a lot more if he could actually bring other people in.
“He plays it off and he attacks the goal. But, at this moment in time, his hold-up play isn’t quite there and I think that’s effecting his whole game.
“But as a forward you need that service, you need someone to be giving you that ball.
“I thought they were crying out for a Mata yesterday I have to say, Mata’s injured unfortunately and he wasn’t there to provide it.
“But he will play a lot, lot better than he did yesterday.”
